Proposed merger of Bentley Medical Practice, The Rainbow Surgery and Park Avenue Surgery


The function of Bentley Medical Practice, The Rainbow Surgery and Park Avenue

Surgery is to provide general medical services to each of their registered patients.

The current patient list sizes of each practice is:

Bentley Medical Practice and The Rainbow Surgery are situated at Redcar Primary Care Hospital and Park Avenue Surgery is situated at 13 Park Avenue, Redcar.


Each practice covers the catchment area of Redcar, Marske, New Marske, Lazenby and Dunsdale.



We have recently held preliminary discussions with NHS England who have indicated  that they would be happy for the practices to start patient engagement.  The practices have drawn up an engagement plan which is enclosed.  The intention is to gather the views of all registered patients and stakeholders during a six week period commencing 27 December 2014 until 7 February 2015.  At the end of this period all views and feedback will be gathered.  The result of the engagement will influence our decision and we will consider any changes that we may need to make to the proposal.

The proposal

The proposal is for the proposed merger of the practice contracts under Bentley Medical Practice.  Services will be delivered to all patients from the premises of Bentley Medical Practice at Redcar Primary Care Hospital and from Park Avenue Surgery at Park Avenue premises.  The premises of The Rainbow Surgery will be closed.  There will be no change in the opening hours of Bentley Medical Practice and Park Avenue Surgery sites.

Dependent on the engagement and views of the patients and stakeholders, the proposal will be sent to NHS England for approval.  Should the proposed merger be approved, it would be our intention to implement the changes from 1 May 2015.

Reason for the proposed merger:

Park Avenue Surgery and The Rainbow Surgery have relatively small list sizes.  They may become unviable or face cuts in services as NHS England rolls out its equity in funding across all general practices.

Bentley Medical Practice and Park Avenue Surgery already work collaboratively,   sharing expertise and jointly employing staff.

The proposed merger will allow sharing of medical staff as well as background managerial and administrative staff.  There will be no staff cuts made at any of the three practices, clinical or administration.

Joint working and mergers are the direction of general practice currently due to the pressures experienced in primary care and the NHS as a whole.


Patients registered with the three practices will have a choice of where to access their care, choosing from Bentley Medical Practice site or Park Avenue Surgery site.

Patients at The Rainbow Surgery will be able to continue to receive their care from the same building, Redcar Primary Care Hospital. The only change for them would be to attend Bentley Medical Practice situated next door or Park Avenue Surgery if they wished to.

Bentley Medical Practice currently provides extended hours opening one night per week until 8.00 pm.  This will allow patients from all three practices who have difficulty attending during normal opening hours the option of an evening appointment.

The impact is viewed by us as positive due to increasing patient choice of clinician and premises and offering services such as Practice Nurse appointments which are not currently available every day.

We do not foresee any negative impact on patients including those in hard to reach groups.

Involving local people / engagement:

The purpose of the engagement activity is to engage with patients and stakeholders about the proposed merger and gather their views.


It is our intention to communicate with key contacts from the stakeholders listed below.  The proposal will be forwarded by e-mail and hard copies with a request for their views or any concerns.

Letters will be sent to all registered patients aged 16 and over from all three practices to seek their views on the proposed merger and will detail how they can give their feedback.


A comment box will be placed in each practice for patients to post their feedback.


Each practice website will be updated with the proposal with a feedback section added for patients to send their feedback electronically.  A section of frequently asked questions will also be added to the websites and will be regularly updated.

Each practice will hold an evening drop in session at their own premises as follows for patients to attend and give their views:


Bentley Medical Practice  – 8 January 2015 from 6.00pm – 7.30pm

The Rainbow Surgery –      15 January 2015 from 6.00pm – 7.30pm

Park Avenue Surgery -        22 January 2015 from 6.00pm – 7.30pm


Clinicians and management staff will attend each meeting to answer any patient questions.


All activitiy will be logged and the meetings minuted.
